"QUESTION OF THE DAY FOR CRACKING IAS 2018"

• THE PROBLEM OF CONTAMINATION OF ACCESSIBLE WATER IS MORE WORSE THAN THE AVAILABILITY OF WATER. IN THIS CONTEXT, EXPLAIN THE REFORMS NEEDED TO DEAL WITH THE ACUTE WATER STRESS IN MOST OF INDIA.

• In the present scenario, there are various problems faced today's world. One among them is growing problem of contamination of accessible water. India's water crisis is clearly visible because of impact on health of the entire population.

• According to NITI Aayog's composite water management index, 70% of the water resources are identified as polluted one.
• There are two focus areas which needs urgent reforms.
a) Increasing watersheds to store more good water for use in agriculture.
b) strict pollution control enforcement.

* Way forward:
• Studying the successful community based ground water management experiences from different states like A.P. Maharastra. Rajasthan Gujarat.
• It is time for India, to involve ideas to manage the pollution and also recycle refuse of the water.
• Awareness programmes by the government and school lessons for children is necessary to wise use of water.
• Water being a state subject, the responsibility to control and prevent the water contamination with the state government.
• Pollution can be curbed by levying suitable costs.
• Best use of schemes like Atal Bhujal yojana for ground water management with the community participation.
• A legal  mandate is necessary for the governments than just competition and cooperation.
• Mihir shah committee recommendations, advocates decentralisation of irrigation commands i.e., offering financial flows to well performing states through a national irrigation management fund.
• Clean and accessible water for all is an  essential part of the world. As explained above, there is a need of reforms on urgent basis.
