EXPLAIN THE NEED FOR LATERAL ENTRY IN CIVIL SERVICES AND ALSO EXPLAIN THE CONCERNS RELATED TO IT. IN YOUR POINT OF VIEW, HOW COULD BE THE LATERAL ENTRY BE EFFECTIVE?

• Lateral entry into civilservices means recruiting private individuals, who has expertise in particular sector. The lateral entry into the higher civil services should be welcomed but with some checks and restrictions.
* Need for lateral entry into civilservices:
• To address the issue of lack of specialisation across the top tier of Indian bureaucracy.
• Talent from the private sector is more likely to be target oriented. It will improve the performance of the Government.
• More competition will encourage the career of civil servants to develop expertise in areas of their choice.
• Lateral entry creates fresh energy and improved governance by adopting the best practices.
* Concerns relating to lateral entry:
• Private sector doesn't have exposure and sensitivity to the country's complex social political surroundings and to the needs of common people.
• By passing the Union Public Service Commission which is a constitutional body.
• It may be weakening the administrative system.
• In appointment time, involving  government representatives may lead to political bias.
• The potential loss of internal talent as well as weakening the career based services.
• There might be an issue of conflict of interest when it comes to entrants from private sector.
*  According to my opinion, the following could be done for effective lateral entry,
• Tenure should be long term.
•  The appointment is to be restricted to only the sectors of Finance, Economy, Infrastructure and Research and Development in Agriculture, which are only technical in nature.
• The appointment should be made Through UPSC or any Autonomous institution. The 2nd ARC report says that, process for lateral entry should be institutionalised and transparent both at the centre and state level.
• Integrity of civilservices particularly The IAS must be protected. The democratic accountability of civil servants to the political authority should not be disturbed.
