"QUESTION OF THE DAY FOR CRACKING IAS 2019" ( G.S PAPER 3)
ACCORDING TO A NEW REPORT FROM UNAIDS, THOUGH INDIA HAS BROUGHT DOWN HIV INCIDENCE, GOVERNMENT MUST DO MORE IN REMOVING SOCIAL STIGMA. EXPLAIN.
* According to the new report of United Nations for AIDS/ HIV, in India, the new casses of HIV appearance and deaths have been decreased by 27% & 56% respectively.
• The Decrease in the rates was taking on a slow pace compared to other African countries. This was mainly due to stigma generated among the HIV and other people targeted to this kind.
• The social stigma generated is not only because of the fear of society's treatment to them but also the laws passes by the government which legitimises the stigma too.
• For example the laws passed by the government such as immoral trafficking ( prevention) Act, section 377 of IPC etc criminalises the sex workers & drug abusers, homosexuality respectively. These targeted persons fear of prosecution under such laws prevents themselves from screening of HIV which is nearly 83% of people According to the report.
•Because of government efforts, nearly 41% of the people were aware of their HIV status. Govt should make laws especially to these targeted people for removing the social stigma among HIV infected people in general. Bureaucracy rather than punishing these people should make them aware and educate the consequences in the event of not getting treatment.
* I'll continue tomorrow..... All the best.... Thank you.....
